Low IR score

First off, a 740/Q50 is an outstanding score (it's well above the 90th percentile overall), so you can apply to any Business Schools that interest you. Depending on the Schools that you plan to apply to, you would likely find it beneficial to speak with an Admissions Expert about your overall profile. There's a Forum full of them here:

Many Business Schools have publicly stated that they do not use an applicant's IR score when evaluating an application, so you likely have nothing to be concerned about. However, if you're interested in what a specific School/Program thinks about the IR score, then you should research that School directly (you might also consider contacting the School to ask).

To be frank, your IR score is sub-par. Whatever school cares about IR is not going to view your score favorably. If I were you I would email each school I'm going to apply to to ask how they treat the IR component. If more than a couple of them regard IR as important, I would re-take.

Generally speaking, you want to score decent enough on the IR section so as not to draw negative attention to a low IR score.

You don't want the admissions committee to focus on a really low IR score of like 1 or 2 -- that shows lack of effort or ability

That said, it's not that much more beneficial to have a perfect 8 versus a 6 or 7.

So ideally, you want to stay in the 4, 5, 6, or 7 range to efficiently get a score that is decent without putting a crazy amount of effort.

Now, with your IR score of 4 – that is decent and good enough. In addition, your 740 score is very high. So in your situation, I wouldn't worry about retaking the test for a higher IR score because you’re in the target zone.
