I did not quite understand the solution. The reason why I didn't select A only because - B says more than 24/31 and you can't sell decimal values of pizzas so it has to be an integer, therefore I considered 25/31 for pizzas
that is 25 pizzas and 6 burgers which has the ratio higher than 4. So I selected D.

Please help with where I am wrong.

Your mistake is the assumption that “more than 24/31” means the cafe sold exactly 31 items. It doesn’t. It only says the fraction of pizzas was greater than 24/31. The total number of items could be 31, 62, 93, or any multiple of 31. For example, if the total was 310 and 241 pizzas were sold, that is still more than 24/31 but only about 78 percent, which is still below what is needed for the ratio to be greater than 4.

Yes example (ratio greater than 4):
Total 31 items: 25 pizzas and 6 burgers. Pizza fraction is 25/31, which is more than 24/31, and the ratio is 25/6, which is greater than 4.

No example (ratio not greater than 4):
Total 310 items: 241 pizzas and 69 burgers. Pizza fraction is 241/310, which is more than 24/31, but the ratio is 241/69, which is less than 4.
