Shivangisharmaa. Yes,
as does indeed mark the beginning of an explanation for something in one clause. In this capacity, it serves as a conjunction that is synonymous with
since or
because. It is for this reason that
as does
not join two independent clauses, but is rather used to join a dependent clause with a main or independent clause.
On another note, with all due respect to other Experts who have posted, I disagree that
throughout the 20th century necessarily conveys that the 20th century has passed. We do not have to wait 80 or so years to be able to write the phrase
throughout the 21st century—it can be understood to mean
since the beginning of the 21st century up to now [within the 21st century], and in such a context, saying that something
has generally followed industrial development would be fine. Others are welcome to disagree, but I see this as a flawed question, one that I am next to positive would not appear as such on the GMAT™.
