(A) if Freud was to be allowed

(B) if Freud were allowed - 'Singular' noun has been changed to 'Plular'

(C) should Freud be allowed - should can't be used for past

(D) if they will allow Freud - will can't be used for past

(E) should allowance be made for Freud - this sentence is unnecessarily wordy and lenghty

(A) if Freud was to be allowed

(B) if Freud were allowed

(C) should Freud be allowed

(D) if they will allow Freud

(E) should allowance be made for Freud

If + Present Tense + Then + Simple Present/Future

Hence, IMHO (A), correct Answer!!
