Mayor: The city council has proposed additional funding for the town library. However, the library`s own studies show that fewer than 10% of town residents use the library. The city council claims that the library is underutilized because the books, electronic media, and computer equipment are outdated, and that if these were updated, more residents would use the library. However, the last time the town allocated additional funding to the library, usage of the library did not increase. Therefore the town should not allocate additional funding for the library.

Pre-thinking :
As per city council claims the library is underutilized because the books, electronic media, and computer equipment are outdated, and that if updated, more residents would use the library. However, the last time the town was provided additional funding for the library, usage of the library did not increase.
What if the funding provided last time was used to repair other factors than the ones mentioned by city council ? (Weakener)

B. The last time the town allocated additional funding for the library, the funding was used to repair the crumbling staircase and ramp leading to the library entrance. --> Correct, matches our pre-thinking

The assumption here is that the last time when the funds were allocated they were utilised to update the books etc etc and as this plan didn't work last time hence the plan won't work this time as well.
This option weakens this line of reasoning by stating that last time funds were used for other purposes.
