It is a good question. I think there are a few paths you can take and they will have a diff impact:
1. Stay in your country and attend an average program - likely would have the least impact
2. Stay in your country and attend a top program - likely would have a medium impact
3. Pursue an MBA abroad - likely the most impact
Now, Not sure if you want to rock the boat at this stage of your career with 15 years of work experience as I can see some of your classmates being 22 years old and have zero work experience. You won't be able to recruit with them or you will not really want to have a low level job... it is trickier with advanced degrees the older you get because on campus recruiting is usually targeted towards starter jobs.
MBA would be more versatile per se and allow to move to sr management out of SCM if that is something you are cut out for and want - it has its own pros and cons. I think you want to look at the degree from the standpoint of value and impact. Is it going to open up some doors to you that are closed? Why would it be doing it? Could you achieve that with an awesome resume and potentially job hopping to a good brand and then leveraging that?
