Idiom - Not only X but also Y.
Allowed and Caused are parallel.
Only D maintains Parallelism.
D is the answer.

Not only X but also Y.

Must be parallel. Not only allowed (Verb) but also caused (verb)

C. No. Tense. The sentence starts in simple past tense, so it shouldn't shift to past perfect.

D. Yes. Idiom and tense. "Not only" is in the non-underlined part of the sentence, so you need "but also" in the correct answer choice. The sentence starts in simple past tense, so it should stay in simple past.

E. No. Parallel construction. "Not only allowed" should be paralleled by "but also caused."
