Idiom - Not only X but also Y.
Allowed and Caused are parallel.
Only D maintains Parallelism.
D is the answer.

Not only X but also Y.

Must be parallel. Not only allowed (Verb) but also caused (verb)

D. Yes. Idiom and tense. "Not only" is in the non-underlined part of the sentence, so you need "but also" in the correct answer choice. The sentence starts in simple past tense, so it should stay in simple past.

E. No. Parallel construction. "Not only allowed" should be paralleled by "but also caused."

B. export as well as causing inflation and colonial exploitation --> "not only ... but also" missing
C. export, but it had also caused inflation and exploited the colonies--> "not only ... but also" missing
D. export but also caused inflation and led to the exploitation of colonies --> correct
E. export but also was the cause of inflation and exploitation of colonies --> "caused" is better than "was the cause"
