i think in E. the structure is correct. only  that  makes some mess. but yet dunno.
I had it in my Powerprep test. it was D.

Two problems with C:

1. "High enough that" is idiomatically wrong - correct usage is "so high that". (already pointed out by Abhishek009 above).
2. "That" is missing after "unlikely".

"to likely prove" is not idiomatic. 
You say "to prove likely" or "likely to prove," whichever you intend your sentence meaning.

If you pay attention to other answer choices, "to" is right before "prove."
(B) high enough for nuclear power to be unlikely  to (prove) 
(D) so high that nuclear power is unlikely  to (prove)

likely can be an adverb only in some idioms, according to oxford dictionary online.
so,in choice a, Likely can not be an adverb, and choice a is wrong .
