hey, I just wanted to know that suppose if in option D there was 'that' present. then will it be the correct answer with 'would' in it.
like can u explain why will and not would.

(A) that it will, or could,
seems fine. the , after "could" seems a bit awkward,but keeping this one

(B) that it would, or could,
no need to make the verbs in past tense.

(C) it will be or could
first ,it needs "that" to be parallel .
second " it will be",if read whole says " the proposed bill will be....it will be ,be amended"...incorrect

(D) think the proposed bill would or could
lacks " that " parallelism

(E) think that it will be or could
same as C, "that it will be" says bill will be ,be amended. incorrect

although "it" can be said to be ambiguous slightly .but i think "it" refers back to proposed bill surely as "president’s staff" can't be passed into law
