I would get there a bit earlier but not 45 mins early as it will likely be still locked and closed. Ideally, get there 20 mins early.
You don't need anything except ID (passport) and a snack/drink you are planning to have during the break. I think they still allow those
I recommend doing a warmup before your test with some questions so you can bring a bag or something with some notes/books but be very careful - you cannot look at them or touch them while you are at the test center, even after you are done with the exam, so you must exit before you touch anything including your phone/etc - best put them in a single bag, take out your snack/drink and put it separately in the locker so there is no question about you touching notes or phone.
I would also familiarize yourself with the check in process, etc. I think MBA.com has some resources (there is an old video too).
