As litigation grows more complex, the need that experts explain technical issues becomes more apparent.
(A) that experts explain technical issues becomes
(B) for experts to explain technical issues became
(C) for experts to explain technical issues becomes
(D) that technical issues be explained by experts became
(E) that there be explanations of technical issues by experts has become

Also, one more doubt.
Is "need of something " is correct?

I think need for is the correct use and becomes is the correct verb hence C. I don t think "need" falls in the hope request proposal category. Hence subjunctive can be avoided.

one usage of need of I can think of is

I am in need of some money.

Agree with C. It is more concise (although grammatically, A does not seem incorrect).
