Yes, the statement "People who live in American are rich" means "All"

"Indians are punctual" and "Indians are generally punctual" don't mean the same.

wouldnt the below fail the property test: cant both exist together:

some people who live in america are not rich;; and people who live in america are rich--
example: people in general in america are rich (99%)... only some people are not rich? (1%)? is this wrong because the 1st statement implies "All" and not "most"?
