The Association's goal is to change legislature to enable drivers drive without having to use a seat-belt. The first step is to allow some drivers drive without a fastened seat-belt. "Which of the following, if true, should enable mothers drive without their seat-belts on?'
A. This leaves it all up to the mother. Yeah it does mention the nervous issue, but this states that mothers stay as calm as possible. I am not sure how this will enable mothers to not wear seatbelts.
B. This shows that mother drive slower and are statistically more cautious.
C. Out of scope. Assumptions.
D. Weakens the argument
E. points out the most dangerous place w/o seatbelt is the highway.
As for "B" though it talks about mom being more cautious while drving at lower speeds, the argument do not take into account the accident that may be caused carelessnes of some other driver on the road.
a. mothers are nervious -> so they should be allowed not to wear seatbelts... mothers are nervious because they are late... solution: leave early... don't skip wearing a seat belt...
b. tempting, but 1)compares to business people, which we know nothing about (what about mothers who are business people? does it include them?) 2) introduces being slow as a reason to ? 'avoid accidents', 'avoid injuries' ???
c. I don't think the question involves injuries or speed here, but rather in what case to wear a belt Out of Scope
d. Weakens... if that is true, then mothers should keep the belt on at all times.
e. 97% drive within 20 miles...
97% of mothers would not wear a belt because 1)they drive within allowed distance 2) 3% drives on the highways which are dangerous and since these 3% drive out of 20 mile range ON HIGHWAYS, WHICH ARE DANGEROUS... they would wear belts, whereas 97% group doesn't drive on highways (drives within 20 miles) and thus should be awarded the priveledge of not wearing the belts.

A-- basically reiterates whatever is already stated in the passage ,i.e. mothers need to be calm when going out within the 20 mile range. Gives info on children which does not fall in the scope of the argument
B-- in my view this is CORRECT, gives additional reason why mothers shouldnt wear belts because 1. they drive slow at 15mph and 2. they are more cautious--in other words they compensate for not wearing the belts
C-- does not address the issue directly
D--irrelevant, talks about all accidents
E-- a majority might be driving within the 20 mile radius and only 3% might be driving on the highway (which is the most dangerous) but that does not mean that the 20 mile radius is not dangerous for driving without seat belts. Highways might be the most dangerous places but that does not make this 20 mile area NOT dangerous at all, they might still have to use a seat belt UNLESS they drive slow and are cautious enough, points that are addressed in B.
Premise:
1) NBA -> sole responsibility of each driver to use or not use seat-belts (This means safety of the driver is the driver's own responsibility)
2) NBA -> want to change legislature to enable drivers drive without having to use a seat-belt (underlying principle: responsibility falls on the driver himself)

Conclusion:
6) Mothers driving within 20 miles from home should be allowed to go without seat belts
The passage here argues that mother should be allowed to drive without seat belts because the seat belts makes them nervous. Besides, they drive no further than 20 miles from home.
This assumes that any driving within 20 miles is relatively safe. The only reason that the journey can become a hazard is because mothers are unnerved by the seat belts.
In this, I feel A is a good choice.
We are already told in the passage that most mothers keep their driving within 20 miles from home. We do not need the extra statistics presented in choice E (97% of driving < 20 miles).
A also stress that mothers are a nervous lot, making them wear seat belts are going to make them more nervous. The rest of the bits in A are inconsequential. I think they're there for cosmetic reasons.
E says that 97% of mothers drive within 20 miles. And within 20 miles, driving is safe. But I feel this is not sufficient because the passage already says most mother drive within a 20 miles range but they can still get into trouble because the mere use of seat belts makes them anxious.
The correct answer here is E. One important clue to get from the passage here is that No Belts Association is looking for a category of people whom to free from having to use seat belts with the purpose of changing the legislature (in the future) to allow all drivers judge on whether they need to wear their seat belts or not. The reader must pick a statement that puts mothers into the safest possible category.
a. This one is tricky, as it mentions other passengers besides mother drivers. Nevertheless, although wearing seat belts makes mothers nervous, there are multiple other reasons for being nervous. To stay on the safe side and not get nervous about seat belts, get used to wearing them at all times - is the main reason why this explanation can be rejected as the main reason for allowing mothers not use seat belts.
b. This explanation provides no data to help ensure that mothers are safe without wearing seat belts. First of all, we do not know how many accidents happen at speeds up to 15 MPH and how many accidents happen above speeds of 15 MPH. Second of all, even though mothers are more cautious, we do not know who gets into accidents more often - business people or mothers.
c. This statement puts all mothers in a safer position, compared to other drivers, as mothers usually drive 'slow enough', but does not help in creating the 'safe without seat belt' group. What about those mothers who do like to accelerate? If there was more data here to prove that mothers never drive as fast as to injure themselves or their passengers, for example, this statement would be more likely a good explanation of why mothers should be let to drive without their seat belts on.
d. Weakens the argument.
e. This statement indicates that mothers do not use highways, which are the most dangerous place on the road and provides some more data to strengthen the argument in the question stem.
