Hello, Klenson. The analysis looks pretty good. Many times when you see "verb-ed," someone is referring to a past participle that is used as a modifier, an adjective, rather than as a verb that is conjugated in the simple past tense, but there is nothing wrong with labeling it the way you have. That... is what is known as a relative clause. The one part of the analysis that is debatable is whether through a series of tax changes modifies social safety net package. Yes, the package is mentioned just prior to the phrase in question, but it seems to provide adverbial information that tells us how something will be done, and that leads us to search for that something. We find a logical contender right before the part you mentioned—to finance. In other words, the package will be financed through a series of tax changes. It is not a huge issue, but since you requested feedback...
