I know A is wrong because of "being" usage.
Is there any other mistake in option A.
"being" is just making a run on sentence. so why is it incorrect?

I think the underlined portion is not proper in the question.

MANHATTAN REVIEW OFFICIAL EXPLANATION:



‘Notice being given’ in A is idiomatically incorrect. ‘Notice of the upcoming execution to give’ in C is also idiomatically incorrect. D and E omit reference to the convicted murderers. Choice B is the correct answer.
