you are mistaken. Oxford’s average GMAT is 680-690 (depends which year). which means they have candidates with 740 and candidates with 640...
Where should you apply to? as I said, I know nothing about you. if your profile is above average, then you can apply to all MBA programs, been with higher average GMATs, but if you come from an over-populated background, and your profile is mediocre, you need to apply to programs where your GMAT is 30-40 points above average. hope this makes sense?

Again, I don’t know enough about you. you are definitely IN THE GAME... but if you are an Indian male engineer with a mediocre GPA and undergrad college, 13 years of experience, and a 680, I agree, your chances are not high...
On the other hand, if you worked abroad, managed a lot of people, was fast-tracked at work, a number of times, have unique extra-curricular activities, perhaps...
