Well, good question
1. Obvioulsy, only apply to programs you think you have a chace to receive 50% scholarships
2. Speak to MBA funders and brokers and see if you can borrow money
3. Decide what you are doing...

What do you recommend for this question [Should I apply during round 2 or wait for round 1] specifically for Harvard?

If you feel your application is "maximized" (GMAT, application...) this year, then apply in R2. if it is good it is good.
If you need more time to maximize something (gain more work experience, raise your GMAT score, obtain international experience, etc. then wait till next year...

ALL top schools have various scholarships
the US schools tend to have scholarships ranging from a few 1000 dollars to full-ride scholarships. the EU schools have fewer full-ride scholarships, but on the other hand, their courses are shorter

For example, Let’s say you get a 100K scholarship at Harvard. this is actually more expensive than a Zero scholarship at INSEAD... Why? cause at INSEAD, you will start working after 10 months and accumulate more than the Harvard saving will be...)

All Canadian schools have deadlines in January with very similar chances of acceptance as R1. if you can write good apps, score a good GMAT and have a good profile, go for Jan. if you need more time for something, wait till nest year...

There are many factors that schools consider when looking at applicants
2 years and a 700 are fine
BUT
Do you have managerial experience?
International experience?
were you fast-track promoted?
are you "better" than your peers (and will your Letters of Recommendation support this?)
Do you come from an interesting and unique background?

If the answer to all the above is yes, THEN go for it. if the answer to all the above is no. well. yu stand a chance, but for the top schools, you might want to wait another 1-2 years

Tepper and Goizueta are great schools. should you apply? up to you :)R2 and R1 chances in both these schools are pretty similar... so if your application is ready. Go for it

not 100% sure I understand the question
1. Any thoughts? yes, as an LBS graduate, go for it :)
2. R2 / R3 - no problem in EU schools...
3. same as US? in terms of the application process? kind of the same, but keep in mind the schools will want to know what you are applying to them...
