The OA is C. But even I went for B. C seemed to me more of a plain assumption rather than a strengthener.

If anyone can explain why C could strengthen the conclusion ??....

consumer advocates argue that mobile phones should not be so readily accepted as a standard appliance until they can be certified to be completely safe.

If it is true that absolute safety is the only criterion by which an appliance should be judged to be acceptable as “standard", then mobile phone can not be accepted as standard.
