Can someone explain this to me.
If
1. ALL the cars that had antilock also had automatic trans.. and
2. 2 of the cars had neither auto nor anti lock
Does that not mean that 23 cars had anti-lock in which case 23 cars also had auto...and thus filling in all the boxes, this would be solvable?
(1) All of the cars that had antilock brakes also had automatic transmission.
(2) 2 of the cars had neither automatic transmission, nor antilock brakes.
sigh, lots of questions today.

Does that not mean that 23 cars had anti-lock in which case 23 cars also had auto...and thus filling in all the boxes, this would be solvable?
No. All of the cars that had antilock brakes also had automatic transmission means that 0 cars have antilock brakes but no automatic transmission. Check the matric below:

Total = {antilock} + {auto transmission} - {both} + {neither} --> 25 = {antilock} + {auto transmission} - {both} + {neither}.
Question: {auto transmission} - {both} = ?
(1) All of the cars that had antilock brakes also had auto transmission --> {antilock} = {both} --> 25 = {both} + {auto transmission} - {both} + {neither} --> 25 = {auto transmission} + {neither}. Not sufficient to calculate {auto transmission} - {both}
(2) 2 of the cars had neither auto transmission nor antilock brakes --> {neither} = 2. Not sufficient to calculate {auto transmission} - {both}.
(1)+(2) 25 = {auto transmission} + {neither} and {neither} = 2 --> {auto transmission} = 23, but we still don't know the numerical value of {antilock} (or {both}) to calculate {auto transmission} - {both}. Not sufficient.
Answer: E.
