I think it is A.

A directive is like a command. So, it is usually in the form a directive that 'so and so be implemented'.

B,C, D & E - ruled out because they donot have 'be'.
Though C is a close contestant, there is a question whether 'prohibiting' is applicable to 'directive' or 'Reagan'.

Do correct me if I am wrong in explaining C especially.
