'directive' is making (doing, modifying etc.) smth - A,B,E - Out
'prohibiting that' would mae sense only if followed by subjunctive verb (be), but not by 'is'
C is the only correct answer - prohibiting what? - The sale

Actually, providing OA does not help while explaining.. We need them after 2-3 posts. Thanks in Advance.
Now our explanation may be biased.

correct idiom is x prohibit y from doing z... But its a tough one.as ..subjunctive ""that" is also there
