I had scheduled my GMAT Online today at 6:00pm, after submitting all the pictures, the screen prompted me to wait for 15 min. Even after 25 min. nothing happened and the screen showed an error message that my exam will be rescheduled free of cost and that they will look into the matter. I think the proctor never showed up and that was the error. Has anyone faced similar issue?

Somewhat similar story with me today (17th Aug)
Exam was scheduled at 10:30 a.m. , I completed the login process by 10:15 a.m. but the proctor first texted at 11:05 a.m.

Hi abhish27,

I'm sorry to hear about the technical issue you had with your At-home GMAT. Unfortunately, since every individual administration of the At-home Exam requires another human and 'outside' technology, these sorts of situations are bound to happen.

Were you normally taking your practice CATs/mocks at 6pm or was this just the most convenient time that you could find to take your GMAT? I ask because most GMATers tend to perform better earlier in the day, so if this situation gives you an opportunity to reschedule your Test for a time when YOU tend to perform better, then this whole situation might be a net-positive one.
