I am not sure if this is true of if there was some gap in the way I asked my qns or their interpretation.
yup, you were allowed to appeal, but deadline for that was end of April if I recall correctly. You had to write an essay about how you demonstrate your ability to handle the academic courseload without test scores. But I think it was the same appeal for waitlisted candidates to be considered without test scores, rather than an appeal of a rejection. I saw one person on clearadmit get admitted from an appeal after being rejected. s/he was a domestic applicant though
