P1: Revenue from Payments > offset loss
P2: Patients rely > govt/private insurers
P3: all govt/private insurers provide > exact or less costs
C1: Due to lack of revenue hospitals either provide less care or suffer losses
Now see what B says:
A Patients are not concerned here – talking about hospitals revenue
B this is what conclusion states
C Some patients’ high income is not point of concern
D if they reduce cost, insurers will also pay less or will not – not effective
E philanthropic donation is OOS
