Part-Time Program Selection: UCLA Anderson vs Kellogg

I am in a dilemma on which program to choose. Some people say that even if Anderson ranks #5 among all PT programs and Kellogg ranks #3, which is close enough to neglect the difference in ranking, but Kellogg is one of the M7 business programs, therefore the value is not measurable.
My first question would be, is the difference between a M7 program and a elite non M7 business program that much? For example, my score for GMAT is 700 and this score ranks 3rd in class and my friend's score ranks 5th in class but he only get 600. Like this???
If that is the case, then I will pick Kellogg. If not, then I will consider the following factors:
UCLA
- Better reputation as a University in general base on ranking and popularity
- Beautiful weather in southern California
- It has the business creation program that I really want to join
- I can drive around freely, parking isn't an issue
- Safer city to live in
Kellogg
- Better business program overall (consider FT & PT ranking; this is a very important factor since I am going to study for a business program)
- It has the global exchange program that allow me to study for a couple of weeks in another overseas program
What are your thoughts? Thank you.
