The judge business school is asking for a supervisor and a peer referee as references.

I am in a bit of a dilemma as i would like to provide them a supervisor + client referee as my references

I am not keen on providing a peer referee as he would write the same things that my supervisor would write.
Hence i believe a client referee would add more value to my application than a peer referee.

what reasons do i give for not providing a peer referee.

I am also not sure as to how will the admissions committee look upon a client referee and will it any way diminish my chances of admission.

Any help would be much appreciated

Actually I don't think you can have any valid reason at all for not having a peer recommender. Everybody has peers, and you should be able to find ONE that could help you. As for worrying about the content, that's easy to deal with - get INVOLVED to make sure they don't use exactly the same content (although they totally can tell the same stories if they are from the same workplace!)
