President of Lazyville: The people of our country love watching movies and frequent the cinemas regularly, an activity that acts as a good source of revenue for our government. Setting up movie rental services within the country would cater to such people who would then have easier access to movies. However, setting up such services wouldn’t be of help to the economy since___________.

Imo E..all others are out of scope...if there is an increase in piracy...it woul cost badly to economy....

I am far from an expert but I will give it my best shot, as to why I chose B. As per the question, the president is sure that the setting up of movie rental business will not help economy. Thus, the answer ought to be something of which the president is sure to happen. Reading the answers, one can infer that movie rental business might encourage piracy, that is to say, whether piracy will happen is not sure to happen. On the other hand, looking at the answer choice, cutting into productive time is sure to happen.

My two cents as to why option b should be the answer

As per B we say that the movie watching won't increase.

This option is based on the assumption that movie rental will buy time for the Audience and hence they might watch the movies. This option shatters this assumption and thus the revenue from new rental services might be equal or less than the revenues by public.

Now I believe, why option E should not be an answer is because it just says that the rental services will give rise to piracy. But do people watch piracy? No or yes and we don't know this and hence option E can't be our answer.
