Press Secretary: Our critics claim that the President’s recent highway project cancellations demonstrate a vindictive desire to punish legislative districts controlled by opposition parties. They offer as evidence the fact that 90 percent of the projects canceled were in such districts. But all of the canceled projects had been identified as wasteful in a report written by respected nonpartisan auditors. So the President’s choice was clearly motivated by sound budgetary policy, not partisan politics.

You are wanting to show that the president based his decision based on budgetary policy rather than politics. If it were true that most of the wasteful projects were in the presidient's party districts then it could be argued that it was political motivation. Since we now know that the projects were evenly wasteful or greater from the other party, it holds validity to the Secretary's claim.

Jae Woo, don't ruin it for the rest of us and give up the answer right away. As people participate you will get to see their line of thinking, and this would much more constructive for all than if someone just explains an answer to you.
