The HEC excellence scholarship says it's based on GMAT-- is the GRE also accepted or should I take the GMAT despite being already admitted?

HEC Excellence Scholarship is awarded to the students showcasing strong profile/Competitive edge over others' profile. So I don't think they might be having such GMAT/GRE criteria for the selection.

Wondering where you found this information. The school clearly says "HEC Foundation Excellence Scholarships' final decision is based on academic excellence, the overall strength of the application, the results of the selection interview, and the candidate’s GMAT/GRE/TAGE-MAGE performance." When applying for the scholarship after being admitted, it only says GMAT. I went ahead and applied anyways-- they didn't have a place to enter GMAT/GRE so it must be based on your application. I'm pretty confident GRE is accepted at this point, I was just worried I might miss out on the scholarship.

As your experience is slightly on the lower side, I would suggest that you demonstrate experiences that can provide similar growth opportunities - working in a team, working on complex problems, exposed to some commercial experience, leadership opportunities either through community service or through outside college experience.

This is going to keep coming up, not just during your applications but also during the study and post study. You will not get the best value of an MBA if you haven't had any real work experience.
