Hi there-- 1 year programs can be beneficial for a variety of applicants, and no are not limited/solely best for those with 8-9 years of experience. The average is generally 5-6 years of experience. Note: I personally completed a 1-year program in Cambridge after just 3 years of experience! There are pros/cons to either structure of program, and a 1 year program is sometimes more intense, and allows room for slightly fewer electives overall, but it can be a good option to consider. If you are referring to a US one-year program or an option where the school offers BOTH a 1 year and a 2 year, then there may be different things the program wants to see when you opt for the one-year option so just review all the requirements and preferences as stated by each program.
