1. School categorization
○ Safe: Foster

2. I'm a little worried about my IR score(2) which is 8 %. Can this effect my chances of getting an admit? I've already trying retaking the GMAT and my score didn't improve. Any insight on this?
It's a good sign that you got a decent IR score before, but the low number is concerning. Is there a reason you could explain what happened in an optional essay? Retaking the GMAT with a solid IR score would be your best bet at having a solid chance at the higher ranked programs. That being said, your GPA, work experience, entrepreneurial endeavors, and advocacy in support of women are all feathers in your cap. It'll be critical for your to connect the dots for the adcom to understand why you need an MBA if you've already started a company--not impossible, just a matter of showing the gaps you recognize in your skillset and letting them know how they can help fill them for you.
3. Is the strategy to apply in certain schools in R1 and others in R2 good, given i'll have more time to polish my essays for the schools and can iterate on any inconsistencies or drawbacks that i find in R1?
Ideally, you'll be sending your best applications forth in both rounds. I always advise folks to apply in R1 where they are most serious, but R2 isn't the worst thing--some schools even admit more candidates in R2 than R1.
