MatthewW92, hi there and thank you for your service. I think your profile is quite attractive. I work with a lot of military candidates, and schools tend to respond very favorably to them because of their strong leadership skills, excellent discipline, and popularity with recruiters. I think you're OK with the IR being a bit low; I haven't really seen a 4 with otherwise solid scores hold someone back. I also wouldn't worry too much about external extracurriculars - and anyway, the Big Brothers/Big Sisters sounds great (I assume that's undergrad). My guess is you might be able to tie that to a pattern of mentoring within the military too. I'd say your "angle" sounds reasonable as well. So, the good news is -- the things that might be worrying you don't particularly worry me. Where I see military candidates struggling is in two or three main areas, including:
1) translating their experience for a lay audience. Sometimes things that they think are impressive are meaningless to an ad com reader without context or fuller explanations, so make sure that non-military folks "get" what you are presenting by adding that additional color
2) showing the how, not just the results. Sometimes I see military candidates listing tons of results without explaining the way they approached the problem or what challenges they overcame. As a result, your hard work doesn't have the power it would if you conveyed your efforts more clearly.
3) understanding how to present fit with the programs and alignment with goals. Don't skimp on thoughtfulness in either category.
