A. they can be appreciated by people who a trip to a major city may be too expensive for - incorrect as artwork is a collective noun and should take a singular pronoun i.e. should take 'it' instead of 'they'
B. they can be appreciated by people for whom a trip to a major city may be too expensive - same as A
C. people who a trip to a major city is too expensive for can appreciate it - same as A
D. it can be appreciated by people for whom a trip to a major city may be too expensive - Correct! Whom refers to the 'people' which is the object in this sentence. An easy way to confirm who/whom is to as a question and respond with a pronoun. For instance, the trip is expensive for whom? The trip is expensive for 'them' (the people) and not 'they'. 'They' is a subject case pronoun and will take 'who. 'Them' is an object case pronoun and will take 'whom'
E. it can be appreciated by people who a trip to a major city may be too expensive for - Incorrect! Even if we ask 'who is the trip expensive for?' The answer is still 'them and not 'they'. So, 'who' is incorrect.

singular, so we need to find a choice that changes "they" to "it". Moreover, "people
who a trip to a major city may be too expensive for" is incorrect. It should be "people
for whom..."
(A) This choice is incorrect as it repeats the original sentence.
(B) The pronoun "they" is incorrect, as is the construction "people who a trip to a
major city may be too expensive for."
(C) The construction "people who a trip to a major city may be too expensive for" is
incorrect.
(D) CORRECT. The pronoun "it" correctly refers to the singular antecedent "artwork"
