While making payment, I accidently entered wrong date of expiry and my GMAT exam payment got declined. Now, my profile shows 'PVUE Blocked'. The terms and conditions state that fradulent debit card transactions will lead to permanent ban. I am highly concerned since it was a genuine mistake. How to remedy this situation?

I have personally never heard or come across such a ban... wait for 24 -48 hours and in the mean time try to reach out to customer care to better understand about the error.

Ugh... that's annoying and silly. You will have to reach out to customer care most likely. Waiting a day or two may also be a valid option but I would email them and wait a day or two anyway
P.S. Been a lot of test-prep fraud lately, esp with vouchers and giftcards. Seems they are reacting to that.
