there are two different activities..
1)The new empowerment of the Federal Reserve , and
2) the international practice according to which ....
clearly the second event 'the international practice' is an ongoing thing, so should take present tense "is"
so
1. Will bring; is correct..
as far as the first event is considered , it can take any of the two " future tense " or "past tense"..
