This is a question from MGMAT Foundations of Verbal (5th) in Chapter Prepositions:
Because provisions of the new international trade agreement specifies that imports must be inspected for drugs, international disputes have already begun over delayed shipments.
Is the sentence correct/incorrect?
According to me it is correct, because after removing the prepositional phrases, we see that provisions (which is plural) perfectly matches with specifies (which is also plural). But the solution says otherwise. Any reason explaining this?

The sentence is incorrect. This is because, the noun that the verb "specify" refers to is "provisions". This is a plural noun, requiring the plural verb form "specify".
Corrected sentence: Because provisions of the new international trade agreement specify that imports must be inspected for drugs, international disputes have already begun over delayed shipments.
Note that singular verb forms are words such as specifies, runs, eats, includes etc. - these go with singular nouns. For e.g., we say "The boy runs" and not "The boy run" (boy=singular). Plural verb forms are words such as specify, run, eat, include etc. - these go with plural nouns. For e.g., we say "The boys run" and not "The boys runs" (boys=plural).
Admittedly, it's a bit confusing since we are used to seeing "--s" as plural in nouns, but the nomenclature for verbs is in relation to the nouns that perform the action. So, "--s" is usually the singular verb form (used with singular nouns) and the other is the plural verb form (used with plural nouns).
