IMO, has been is only for a event / situation that began in the past and continues into present, here the question tells you "in early America", which makes "was" more appropriate.

Please correct me if I am wrong.

I agree. It's about the meaning of the sentence. The sentence tell you that "in early America" and no other time period which refers to the present; therefore, past tense should be used.

This is a classic missing verb mistake IMO, the subject RACE needs a verb which is satisfied with the help of WAS.

Let me Know if i am wrong
