this choice tells us that due to increase in pkg fees and tolls, its likely that the automobiles will not be used and people will travel by rails... correct

the idea here (to simplify) is basically: public transportation between 2 places has stopped b/c of insufficient revenue. in 1 of those places, the population is growing, so maybe it makes sense bringing back public transportation? No, b/c a majority of these ppl have their own cars.

Break the idea that people will stop using public transportation b/c of new cars:
- what if gas prices went through the roof (expensive)?
- what if parking tickets and fees became overly expensive?
etc.

therefore, E is correct
