The correct answer is option C but my question is that why is option B wrong here? "Require" is a bossy word and we use [bossy word + that + base form of word] construction. Why is option B not correct with that logic?

Yeah, but that "bossy word" construct should have been:
B1) require that scholars are to credit Franklin with greater historical importance
