Hi there,

Just a quick question about the PhD application.

I am wondering if your referee will actually need to submit their reference/recommendation letter before the application deadline (or whether your application is considered complete as long as you have actually included their details in your application)?

I guess to be considered complete application your referee must complete the RL's and submit.

Yes. They are required to submit their recommendation within deadline. However some universities also consider late submission, provided they are still having some vacant spot. But completing your application before deadline is advisable.
