"fewer than half" means most did not report this. I have only one thing regarding "most did not report this."
It is:

Among those who reported seasonal allergies:
Clearly A or 2 here is daytime fatigue.
Now, daytime fatigue is a part of seasonal allergies, so 1 is seasonal allergies.
Statement to be completed:
According to the researcher, fewer than half of the survey respondents who reported Seasonal allergies also reported Daytime fatigue .

- Most did not report any daytime fatigue.
Clearly A or 2 here is daytime fatigue.
Now, daytime fatigue is a part of seasonal allergies, so 1 is seasonal allergies.

For me, after reading the entire question, the fastest way to get to the answer was to connect "fewer than half" in the "Statement to be completed" with the data point "Most did not report any daytime fatigue".
Of the four datapoints, this is the only statement that directly gives us information about "fewer than half". Hence, this was the first thing I checked.
The rest was just careful reading:
So, clearly Blank 1 refers to "those who reported seasonal allergies" and Blank 2 refers to "those who reported daytime fatigue".

A sedentary lifestyle cannot be chosen because the passage says most allergy reporters have a sedentary lifestyle, which is the opposite of fewer than half.

Easily solved through numbers:
Let total respondents be 100. SL >= 50; SA >=50. Within SA, SL>=25 and DF <=25. (Assuming most meaning more than 50%)
According to the researcher, fewer than half of the survey respondents who reported 1 (that is SA) also reported 2 (that is DF).
Ans: Seasonal Allergies; Daytime Fatigue
Let total respondents be 100. SL >= 50; SA >=50. Within SA, SL>=25 and DF <=25. (Assuming most meaning more than 50%)
According to the researcher, fewer than half of the survey respondents who reported 1 (that is SA) also reported 2 (that is DF).

The Sentence Template You Must Memorize
Whenever you see:
Fewer than half who reported A also reported B.
Force yourself to insert OF:
Fewer than half OF THE PEOPLE WHO REPORTED A also reported B.
Now the denominator becomes obvious.
A is the 100 people.
B is what you're counting.
Fewer than half" is NOT Blank 1.
"Who reported ___" determines Blank 1.
Blank 1 = the people after OF.
Blank 2 = what is being counted inside them.
Whenever you see:
Fewer than half who reported A also reported B.
Force yourself to insert OF:
Fewer than half OF THE PEOPLE WHO REPORTED A also reported B.
Now the denominator becomes obvious.
A is the 100 people.
B is what you're counting.
Fewer than half" is NOT Blank 1.
"Who reported ___" determines Blank 1.
Blank 1 = the people after OF.
Blank 2 = what is being counted inside them.

hey , i thought fewer than half would be day time fatigue and statement 2 would be seasonal allergies, since most reported seasonal allergies. Can you please correct where am i wrong here ?

I can see exactly where the swap comes from, and it's a natural trap here. Your instinct that "most reported seasonal allergies" matters is fine, but that fact is about all respondents - it isn't the fact the blank is built on.
The blank is built on this data point:
Among those who reported seasonal allergies: Most did not report any daytime fatigue.
Notice the group this is measured inside: it's the seasonal-allergy people. "Most did not report daytime fatigue" means, within that group, fewer than half reported daytime fatigue. So the seasonal-allergy respondents are the base group - the denominator - and daytime fatigue is the thing being counted inside them.
Now map that onto the sentence:
- "fewer than half of the respondents who reported ___1___" - this names the base group - seasonal allergies.
- "also reported ___2___" - this names what's being counted inside that group - daytime fatigue.
Why your version breaks: your swap reads "fewer than half of those who reported daytime fatigue also reported seasonal allergies." But we were never given any data using daytime-fatigue people as the base group. The survey only measured things among the seasonal-allergy group. So there's simply nothing in the passage to support daytime fatigue as Blank 1.
A quick way to lock this in: whenever you read "fewer than half of those who reported A also reported B," say it as "fewer than half OF the A-people reported B." The word right after "who reported" is always the group (Blank 1); the last word is always what you count (Blank 2).
