Among those who reported seasonal allergies:
  • Most reported a sedentary lifestyle.
  • Most did not report any daytime fatigue.
The answer lies in the above statements. Most did not report A, that is more than half did not report A. This can be further changed to ‘Less than half reported A’.
Clearly A or 2 here is daytime fatigue.

Now, daytime fatigue is a part of seasonal allergies, so 1 is seasonal allergies.

Statement to be completed:
According to the researcher, fewer than half of the survey respondents who reported Seasonal allergies also reported Daytime fatigue  .­

Happy to help.


For me, after reading the entire question, the fastest way to get to the answer was to connect "fewer than half" in the "Statement to be completed" with the data point "Most did not report any daytime fatigue". 

Of the four datapoints, this is the only statement that directly gives us information about "fewer than half". Hence, this was the first thing I checked. 

The rest was just careful reading:
Quote:
Among those who reported seasonal allergies:
  • Most did not report any daytime fatigue.
Statement: According to the researcher, fewer than half of the survey respondents who reported  _____1____ also reported  ___2___ .

So, clearly Blank 1 refers to "those who reported seasonal allergies" and Blank 2 refers to "those who reported daytime fatigue".
