Ans should be E. The difference between A and E is that rather than 'would continue to persist' (which is redundant), we can write just 'would persist. As the verb in the sentence is in the past form (reported), the later verb should also be in the past form (e.g. 'would be' rather than 'will be'), so B and D are wrong. C doesn't make correct sense ('would persist tireless!).

I Think sentence mean to say that they received signal after rover settled.
