use 2/3 rule and eliminate A,B

now among CDE, comparison rule (apple with apple only)applies

A and B are wrong: like cannot introduce examples
C : I thought it is very redundant
D : Comparing fertility rates to countries
E : Comparing rates to rates : So I think this is the right answer
