Basic profile info:
White, male, 27
5 years in the US Army with significant leadership and international experience
3.7 GPA (liberal arts degree from a non-Ivy league)
Great extra-curriculars and internships
690 GMAT (48Q/37V)
Do I need to retake the GMAT to be competitive for a top 5 program? Or does a 690 (with almost an 80/80 split) put me in the ball park?

Tough call here. Do you NEED to retake the GMAT? No. Great GPA. Five years in the army. Awesomeness.

That's another question altogether.
My questions would be rather:
1. How many times have you retaken?
2. What have you been testing?
3. What would you honestly evaluate your potential high GMAT score as?
4. How 'costly' in terms of time and effort would an increase of 30 points cost you?
You have the time, so depending on your answers, it might be worth it to give it another shot.
