Hello
I just got my GMAT score report today, AWA only at 4.5.
I am thinking to apply for HEC Paris and INSEAD, with GMAT 690/AWA 4.5, am I fine? Or I shall retake GMAT?
I have 12 years of working experience, 6 years in France, 6 years in China.

It depends on the rest of your profile. I've included the GMAT score distributions for those schools below. Clearly, you'll find that you fit right in there. So, your GMAT will obviously not keep you from being admitted. In addition, it won't make you a clear admit.
INSEAD:
