You didn't mention where you're from, but if you're an international, then the answer to that question is a NO, i.e., take the money at Tepper.
Regarding reapplying next year - baller thinking! But here's a question for you: how comfortable would you be with the situation where you give up both Ross and Tepper$$ this year and then don't get into any of the better-ranked programs that you've mentioned? There is no reason to think that the application volume will come down in the next cycle since there would be many highly qualified applicants who couldn't get in this year due to a shortage of intake caused by deferrals from last year, and they could also be considering reapplying.
You should do a good risk vs. reward evaluation here and see if this line of thought makes sense.
