The clause before the comma looks OK. However, "ending in early..." seems not OK. "ending" refers to "disarmament deal", but "ending in early..." here modifies the previous clause, making the sentence ambiguous.

"ended" makes the sentence fragment.

This sentence is fragment.

D)US, which made Russia turn the uranium from its decommissioned warheads into nuclear fuel, selling this fuel to the US commercial nuclear plants and ending
This sentence lacks main verb.

Correct. "ended" agrees with "Russia’s uranium disarmament deal with the US". "which" refers to "deal". This sentence is clear.
