There can be two things possible - 1) depends on the context -it is possible the comparison is between something that happened in the past and compared to the present and hence do. 2) the editors of the book might've overlooked the minute error.

GMAT is a special case. Many rules in English literature a debatable and flexible, however, GMAT decided to adopt one side against the others. Thus, Don't judge Other literature using GMAT rules. For this reason, Focus only on GMAT materials and don't distract yourself with irrelevant materials.
The above except alone doesn't provide sufficient context of the timeframe. Btw I am not that convinced with validity of the sentence either: the words agricultural (adj) and industry (noun) are simply not parallel.

sourabh292 , check your transcription. I suspect that agricultural should be agriculture, yes? If not, you have a badly translated book or an author whose native language is not English.
