--> "that" should refer to the sounds. BEST choice?

D. Originating, it is believed, from a small area on their foreheads; elephants emit low-frequency sounds they may use

E. Originating, it is believed, from a small area on their foreheads, low-frequency sounds are emitted by elephants that may be used --> passive voice.

Hi Guys, I need clarification on question number 2. Is the that in answer C referring to low -frequency sounds or foreheads???

1. Only B & C stand. And now this is a matter of interpreting the question content. I choce C.
2. See the bold for wrong expression above.

I agree with what Richardson said. I chose C over B because yet shows contrast in a different situation.

I remember another question with for in there. Can some one comment on how and why choice C is grammatically correct ?
