Between D & E, main doubt I have is to choose between "or" clause & "and" clause.
Reading the sentence, I find "or" clause to be inserted as the sentence indidcates one of the activities done by few people to overcome increase in energy prices.

Please post the OA.

E for me.

D is incorrect because it is changing the meaning. The intent of the sentence is to show a contrast by using 'Although'.

D says.....

Although energy prices have tripled, few people have reduced the amount of driving and are [few people] not making fuel efficiency a priority when shopping for cars.

....if few people are not making fuel efficiency a priority....means many people are making fuel efficiency a priority....and that is not what the sentence is wanting to say.
